General information

There are thousands of households in Catalonia that have to choose between living in the dark or having their electricity cut off. However, there is an alternative: social meters. Social meters are standard meters installed in homes squatted by vulnerable people. In this way, these people can access electricity regularly and safely while they resolve their housing problem.

This is a measure provided for in the agreement signed by Endesa (Enel) and the catalan government in 2021, but it has not been fully implemented due to obstacles from the company and a lack of will from the different governments that have been in power since then. However, this agreement expired on 31 December 2025, and the PSC has already announced that it has no intention of renewing it.

Countless people have been driven by the inaccessible housing market to occupy a disused property. Tens of thousands of people who, every day, have to face precarity, stigmatisation and, all too often, racism. We at the APE denounce the criminalisation of poverty and the hate speech that not only fuels the far-right but also much of the parliamentary spectrum.

Housing, water and energy are basic human rights and must be treated as such. Therefore, until social rent or the appropriate measure for a vulnerable person is processed, they must be allowed to have minimum conditions. Social meters make this possible: they provide access to water and energy supplies in a regular and safe way, preventing a potential fire risk and guaranteeing the rights and dignity of the people affected.

In the face of excuses from Endesa and the catalan government, we are clear: self-organisation and mobilisation are the answer. That's why we have been campaigning since 2021 to unlock social meters, collaborating with the housing movement and all kinds of social organisations. Just a few months ago, we published a manifesto, with the support of more than 60 collectives and organisations, including several firefighters' unions.

Main features and goals of the crowdfunding campaign

On 19 May 2025, as part of this very campaign, we occupied Endesa's commercial office in Barcelona to demand a three-way meeting with the company and the Generalitat. Endesa's response: sending the police and forcibly ejecting us from the office without giving any answer to our request for a meeting.

As if that weren't enough, we have recently received a fine from the Mossos d'Esquadra for an ‘unnotified assembly’ for this mobilisation. In the face of a necessary measure for thousands of vulnerable households… Endesa calls the police to have us removed and the Generalitat applies the Gag Law to us. The fine isn't particularly large (€250), but we are very clear that we cannot, under any circumstances, allow ourselves to be penalised for the simple act of demanding that a private company fulfils its commitments to the public administration.

We were requesting this three-way meeting to finally unlock the installation of social counters. The measure was included in the Endesa-Generalitat agreement, but the private company has imposed a document that was not envisaged in the agreement and which the municipal social services refuse to sign. Faced with this obstacle, and seeing the lack of will from either side to find a solution, we offered to collaborate to find them.

We have been insisting for years, but they all wash their hands of the matter and say there is nothing to be done. We know that there must be a way to make this possible, as demonstrated by the more than a thousand social water meters installed since 2015: what they lack is the will to find it. That is why we have decided the time has come to leave them with no excuses, and that is why we need your support.

As well as covering the cost of the fine and being able to continue the campaign for social water meters, we need to raise money to commission a legal report that analyses the current regulations and demonstrates that the mechanism is fully viable on a large scale. In the face of their blockade, we are organising ourselves to guarantee our rights.

Why this is important

Every euro contributed to this campaign will be used to stand up to Endesa. The abuses of the energy oligopoly and the irresponsibility of the public administration leave us with only one option: to fight, fight and fight. At the APE, we work every day to ensure that access to water and energy is universal, dignified and affordable. There are many struggles we are involved in. But we are clear on this: at present, in our territory, social tariffs are the most urgent and fundamental measure.

That is why we need your support, as much as you can and in whatever way you can. If you can make a financial contribution, however small, it will be very welcomed. Likewise, if you can't contribute, any sharing is a great help. Share with your circles and take part in future mobilisations.

Team and experience

The Alliance against Energy Poverty (APE) is a social movement founded in 2014 to defend universal access to basic water and energy services. To achieve this, we exert pressure on the government to guarantee these rights and on the major utility companies to assume their responsibility in the various situations of energy poverty.

In 2015, thanks to a People's Legislative Initiative, we pushed through Law 24/2015, which prohibits supply cuts for vulnerable households in Catalonia. Years later, in March 2021, we succeeded in getting Endesa to sign an agreement with the Generalitat containing key measures against fuel poverty. This is how we achieved one of our greatest victories: the cancellation of debt accumulated since 2015.

The major struggles we lead are fuelled directly by our collective advice, our assembly. Every two weeks we meet at the FAVB headquarters (c/ Obradors, 8, Barcelona) from 5 to 7 in the evening (you can find more information and the calendar here), to collectively address the different cases of energy poverty that come to us.

We are running this Goteo campaign with the support of Engineering Without Borders, an organisation that advocates for access to water and energy worldwide, with which we maintain a close collaboration.
